What is the best music video creation program that you can get?

I am a complete beginner in the field of music video creation, and I need to know what would be the best software to get, either free or not, in order to make quality music videos. I need one that has everything you need in it to make a music video. Does anyone know of some really good software I could use for this?
if you want a REAL program. Adobe premier, its a few hundred dollars though. but you did say quality though right?
Id go with windows movie maker, thats like the very first video edtiting program everyone ever use
Pinnacle or ULead studio are much better than Windows Movie Maker or you could use Adobe Premier
